TEMPO.CO, Jakarta - Jakarta Housing Agency considered the management of the Tenants Association (P2RS) of Mediterania Palace apartment in Kemayoran illegal. Hence, the old city’s flat operator has no rights to collect electricity costs, water costs, and environmental management fee from the residents.
The agency’s official Meli Budiastuti asserted that the city administration only recognized one flat management, which is the Owners and Tenants Association (P3SRS).
“There is only one legitimate operator management,” said Meli at Jakarta Ombudsman office, Central Jakarta, Monday, August 19.
The authorized management P3SRS was set based on the agency’s Decree No. 272/2019, which was released on April 29. The management selection was also in accordance with the Gubernatorial Regulation No. 132/2018 concerning flat management.
However, there was a third party illegally managed the flat. According to Meli, the city administration could not submit a report regarding this issue. “So the losing party should report this.”
Meli claimed to have established a mediation to end the conflict between P2RS and P3SRS on May 29 when there was a cut off of electricity and water supply for several residents. However, the negotiation has yet to succeed. The old management even opened up a new banking account to collect those payments.
A resident who refused to be named said the P2RS threatened residents with electricity and water restriction if they did not pay the costs to the new account. “There are 14 residents who suffer from a blackout since the last 28 days.”
The head of P3SRS of Mediterania Palace apartment, Khairil Poloan, said residents had reported the illegal action to Jakarta Metro Police, Central Jakarta Resort Police, and Kemayoran Sectoral Police since the last month. “We report it for alleged funds embezzlement and violation against public order.”
