TEMPO.CO, Jakarta - Jakarta Ombudsman head Teguh Nugroho suspected possible practices of the illegal levy at Mediterania Palace Apartment, Kemayoran, Central Jakarta following the dispute which was triggered by the dualism of the apartment management.

Ombudsman would coordinate with the illegal levy eradication central task force (Saber Pungli) of Jakarta Metro Police to examine whether the apartment fees drawn by the old administrator, the Owners and Tenants Association (P2SRS), are classified as an illegal levy.

"If it is so, then they can take action," said Teguh via a text message, Sunday night, August 18.

According to him, based on the Decree No. 272/2019 issued by Jakarta Housing and Settlements Agency (Disperum) on April 29, the legitimate management of Mediterania Palace is the new administrator or P3SRS.

This is also in accordance with the Gubernatorial Regulation No. 132/2018 concerning flat management. "P2SRS as an old flat manager has no longer authority after the issuance of the Disperum Decree," Teguh added.

However, P2SRS refused to hand over assets to the new management. It even opened a new account after being demanded by the agency to transfer the account to the new administrator. They forced the residents to pay into the account.

The conflict then affected residents. Since July 23, 2019, there has been cut off of electricity and water supply in Mediterania Palace, harming 500 residents and 10 new management.

Previously, Jakarta Governor Anies Baswedan issued a policy or Pergub No. 132/2018 in light of the flat management from P2SRS to P3SRS to overcome disputes between the manager and the owner of the apartment.
