After IMB, Jakarta Promise to Involve Residents Questioned

TEMPO.CO, Jakarta - The Save Jakarta Bay Coalition filed a lawsuit against the promises made by PT Jakarta Propertindo (Jakpro) who was responsible for construction projects for affected residents on Jakarta reclamation islands. Jakpro is a regional-owned enterprise that was tasked by Jakarta Governor Anies Baswedan to be involved in developing construction projects on reclamation islands.

A public attorney from the Jakarta Legal Aid Institution and a member of the Save Jakarta Bay Coalition Ayu Eza Tiara, said that she has not seen any dissemination of information to affected residents from Jakpro. "In reality, there was no [dissemination of information]. Even if there is, it is not for the actual affected residents, but for residents from I don't know where," Ayu said on Friday, June 21, 2019.

Ayu stated that the Jakarta government had never involved affected residents in discussion the reclamation project, not even during the drafting of the Regional Regulation Draft Bill on Zoning Plan for Coastal Areas and Small Islands (RZWP3K).

"Fishermen who actually made a living in the sea, was never involved," she said.

Previously, Jakpro Business Development Director Hanief Arie Setianto, said that construction projects on reclamation islands will be carried out in accordance to the tasking stated in Jakarta Governor Regulation No. 120 of 2018. In the Regulation, Jakpro is tasked to manage 65 percent of the total area of the island.

Hanief asserted that the management tasking of the Jakarta Bay reclamation islands by Jakpro is divided into two parts: on contribution areas, and for facilities, infrastructures, and utilities (PSU). "For contribution lands, the purpose as stipulated in the Governor Regulation is for affected residents. [The Regulation] includes a list: flats, thematic market, and others," Hanief said on Thursday, June 20, 2019.

He added that the recording process of residents affected by the reclamation project is not included in Jakpro's responsibility. Instead, the process falls under the responsibility of the Regional Work Unit of the Jakarta Provincial Government. "Based on the data, we will draft a zoning plan for the contribution area, how many flats, where to build schools, where to build markets, where to build restaurants," Hanief explained.

Hanif provided an explanation on the development tasking following the recent reports on the issuance of building permits on reclamation islands. The permits were issued on November 2018 and were recently discovered. The discovery resulted in strong reactions from many elements because it was considered to be inconsistent and has no legal basis.
