TEMPO.CO, Jakarta - Indonesia Corruption Watch (ICW) coordinator Adnan Topan Husodo has cast doubts on members of the Jakarta Legislative Council (DPRD Jakarta) who did not submit their state official wealth reports (LHKPN).

Adnan said there were possibilities that legislators feared they could not be held accountable for the origin of their assets.

“Perhaps because they cannot explain where their money comes from,” said Adnan when contacted on Monday, April 1.

Adnan said Jakarta councilors’ administrative arrangements had been disorderly, thus they were having difficulties collecting the necessary documents for their LHKPN.

In general, Adnan opined, the wealth report submission by legislators was far below executives. This condition lingered over the years due to the absence of consequence for state officials who failed to submit their wealth reports.

While in fact, he went on, LHKPN is one of the instruments to spot corruption. Should councilors periodically report their wealth, the anti-graft body or KPK can recognize whether their wealth increase significantly.

“The KPK can take a special note if there is a significant hike in a councilor's wealth and initiate further investigation whether the increase is due to legal or suspicious factors,” he added.

Until the last date of the LHKPN submission on March 31, KPK spokesman Febri Diansyah announced only 50 out of 106 councilors of DPRD Jakarta from 10 political parties had submitted the wealth reports.
