TEMPO.CO, Jakarta - The Indonesia Property Watch (IPW) CEO, Ali Tranghanda, deemed the groundbreaking ceremony of the zero percent down-payment housing program in Jakarta was held hastily because no regulation and mechanism issued. Ali said the land availability might hamper the city administration to actualize the program.
Jakarta Governor Anies Baswedan, Ali suggested, should determine in carrying out the housing program for Jakartans considering many of them had waited for its realization.
The city administration should also allocate Rp2.7 trillion or 4 percent of Regional Budget for the program’s initial target of 50,000 families. “The city administration should not focus on the scheme of zero DP housing program because the vital thing is the land availability. If the land is ready, any scheme can be applied,” he said.
Ali further suggested the city officials coordinate with SOE or Regional enterprises to actualize the program or revitalize the lands owned by the capital.
Earlier, Jakarta administration held the groundbreaking of zero DP housing project on January 18, 2018, in Kelapa Village, Pondok Kelapa, Duren Sawit, East Jakarta. The ceremony was established to prove that the city officials able to realize their flagship program despite without the program's scheme or regulation.
Jakarta Governor Anies Baswedan said the Regional Public Service Agency (BLUD), which was established in April, would manage the distribution of the house. The payment scheme, he added, was adopted from the house financing liquidity facility program applied by the central government.
However, the Jakarta administration scrapped the plan in forming BLUD team and changed it as the technical management unit (UPT). But, as of July 2018, the UPT team has not been deployed yet.
