TEMPO.CO, Jakarta - University of Indonesia Construction Expert Yuskar Lase said there are usually three causes of a collapsed building, as the case of a collapsed floor at IDX building.

On Monday afternoon, January 15, the hallway on the mezzanine floor of Indonesia Stock Exchange building has collapsed, 72 people had to undergo treatment and even surgery due to the broken leg bone.

"The first possible cause, the less careful planning," Yuskar said when contacted by Tempo, on Tuesday, January 16.

The second possible cause, the building construction can collapse because the construction was less careful. Changes in building function, said Yusak, can also trigger the building to be collapsed.

"Adding a ladder, adding a hallway or make an office from an actual building that is not supposed to be an office," he said.

Changes in the function of the building can cause the building collapsed due to inappropriate use of the allotment. On the case of the IDX`s Mezzanine floor, the structures used hanging systems and buffer columns.

"There is nothing wrong with both systems, but there is a weakness in the hanging system. Because the concrete hanging system is withdrawn. In contrast to the sustained system that has a stronger pressure," he said.

According to Yuskar, it takes time to know the cause of the collapsing IDX floor. According to him, there should be materials testing in the field and take the pictures. "The analysis will be like a doctor's diagnosis of disease, so to know the exact cause it must be tested," he said.

Head of the Public Relations Division of Police Headquarters Inspector General Setyo Wasisto suspects the building has missed periodic checks. "The high-rise building has a certain schedule for checking, impossible if it was not checked," he said in his office yesterday.

According to Setyo, checking the public facility building is needed to ensure the proper functioning. It is stipulated in Law Number 28 Year 2002 regarding Building Article 1, which mentions the reliability of the building is done at a certain time interval to declare the feasibility of the function.

However, Setyo has not been able to ensure whether the incident is caused by a cracking of the structures or the like. What is clear, he said, the cause of it was not from a bomb or explosive. "It's a freak accident, it's weird but real. Who would have thought the Mezzanine floor of IDX building could collapse?" he said.

To find out the cause of the collapsed Mezzanine floor, the police will ask for information from the contractor and check the IDX building blueprint. The investigators, Setyo said, can search for the strength profile of the building from the two sources. "For example, the strength of the building should be up to 25 years, but not until the time, it has collapsed, that will be investigated," he said.
