PLN Calls for Tender to Build Two Non-Fossil Fuel Power Plants

TEMPO.CO, Jakarta - State-owned electricity company PT PLN (Persero) is calling for a tender for two independent power producers (IPPs) projects which are part of the 35000-megawatt program. The two projects are the construction of a coal-fired thermal power plant (PLTU) Kalbar-2 with a capacity of 2 x 100 MW and a gas engine power plant (PLTMG/PLTGU) Peaker Jawa-Bali 4, with a capacity of 450 MW.

PLN’s Senior Public Relations Manager Agung Murdif said the projects are aimed at reducing fuel fossil use and strengthening power system reliability in Kalimantan and Java-Bali. The construction of the two power plants is said to be in line with the government policy of energy diversification by optimizing the use of coal and gas.

Therefore, the PLN has called for a tender with a more competitive selection process. “We expect to have a qualified winning bidder,” Agung said Tuesday, August 30, 2016.

Pre-qualification/registration and tender documents collection will be opened from August 20 to September 13, 2016. Bidders will be selected based on their qualifications in certain categories. Tender documents can be downloaded here.

The winning bidder in each location of the project will develop, fund, build and operate on a Build-Own-Operate-Transfer (BOOT) basis for 25 years for the coal-fired thermal power plant and 20 years for gas engine power plant. The winning bidders shall also build a transmission line and its facilities which will be transferred to the PLN as the special facility.

To boost the utilization of the Domestic Component Level (TKDN), the winning bidders shall also use boilers, Balance of Plant system, transformers, cables, cubicles, and steel which are arranged, manufactured and assembled by experienced manufacturers in Indonesia. As for the Balance of Plant (BOP), some equipment must be manufactured and assembled by state-owned enterprises, such as PAL Indonesia (Persero), PT Boma Bima Indra (Persero), PT Barata Indonesia (Persero) and PT Pindad (Persero).
