Jakarta Council Drops Anies Baswedan`s Budget Proposal

TEMPO.CO, Jakarta - The Jakarta Legislative Council (DPRD) rejected the social assistance budget for the activity of community unit (RW) and the Regional Development Planning Forums (Musrenbang) proposed by Anies Baswedan. The budget proposal was submitted after the governor ratifying the Gubernatorial Decree on August 15, 2018.
“There is no point in this [proposal], so we drop it,” said Jakarta DPRD speaker Prasetio Edi Marsudi during the plenary meeting on the regional budget at DPRD building, Thursday, September 6.
The budget was proposed following the issuance of Gubernatorial Decree No. 81/2018 on the special budget for community conferences (RW and Musrenbag). Article 4 specified that the forum assistants would receive Rp150,000 each.
Earlier, the secretary of the Jakarta Council’s Commission A, Syarif, deemed the city government could not describe and convince the budget output. “We did not accept Point No. 21 for assistant funds,” he said.
The council’s Commission A member, Gembong Warsono, said the qualification of the assistant was not clear. According to him, the Jakarta Development Planning Board (Bappeda) was already effective to provide training for community units (RT/RW) in establishing Musrenbag.
“No need to develop a new system by forming assistance,” he said, adding that “it’s RT and RW who know the matter.”
Jakarta Bappeda acting head Subagiyo explained that Anies Baswedan issued a gubernatorial decree and proposed the budget because the assistance was required considering the community plan during the forum (musrenbag) must be follow up.
For example, Subagiyo added, if the community planned to procure a sports field but the land was barred for the project, “the assistance could conduct a survey to realize the plans.”
