ICW Reports Jakarta Budget's Ghost Funds in Education Sector

TEMPO.CO, Jakarta – The Indonesia Corruption Watch (ICW) has reported an alleged graft case surrounding the procurement of facilities at the Jakarta Education Agency during the 2014 fiscal year to the Corruption Eradication Commission (KPK), ICW budget monitoring program manager Firdaus Ilyas said on Thursday, March 23, 2015.


“The UPS (Uninterruptible Power Supply) procurement is just a small part of thousands of goods and service procurements at the Jakarta Education Agency,” Firdaus said at the KPK building.


Firdaus said the tender committee, vendors, and members of Commission E at the Jakarta Legislative Council had conspired to manipulate programs in the Jakarta 2015 Budget draft or during the projects' execution.


Based on the list of budget allocations, there are a total of 1,506 budget items worth of Rp5.069 trillion (US$390 million) under the facility improvement programs. Firdaus added that a total of 828 items had been realized with a total spending of Rp2.325 trillion (US$178.8 million).


The ICW has found irregularities in 48 budget items worth Rp 2.068 trillion (US$159 million). Meanwhile, the realization of the of 454 items cost only Rp 1.194 trillion (US$91.8 million).


“It means 51.5 percent of the spending on education facilities indicates a corruption,” Firdaus said.
