LIPI: Ahok Proposing to Revise Jakarta Law Ineffective

TEMPO.CO, Jakarta - Siti Zuhro, researcher from the Indonesian Institute of Sciences (LIPI), said Jakarta Acting Governor Basuki 'Ahok' Tjahaja Purnama's proposal to revise the 2007 Law No.29 about the Jakarta Provincial Government as the Capital of the Country is ineffective. "Revising a law takes time and can hamper projects in the capital city," she said yesterday.


Ahok proposed to revise the law so that programs in the Jakarta government can be accelerated. Some assets are still administered by the central government, he added.


Instead of waiting to revise the law, Ahok can use the 2004 Law No. 32 about the Regional Government which regulates intergovernmental cooperation, said Siti.


By using the law, Ahok must not wait to execute his programs. If it failed, Ahok can still undertake informal route to execute his programs.


Siti further said that Ahok only needed to send negotiators to the central government about his plan. The negotiation aims at analyzing obstacles and finding a win-win solution for both [parties]. "Informal way is still very possible should the formal one doesn’t work," said Siti.
