TEMPO.CO, Jakarta - The Supreme Audit Agency (BPK) found that the high rate of non-compliances in financial management has cost the state a huge amount of losses. BPK Chairman Hadi Purnomo said the audit for the second half of 2013 revealed that the potential state losses from 10,996 cases of non-compliances have amounted to Rp13.96 trillion.

According to Hadi, 3,452 cases take form in regulatory non-compliances that resulted in losses, potential losses, and a revenue deficit of Rp9.24 trillion. The remainder of the cases includes internal control weaknesses, administrative weakness, ineffectiveness, and inefficiencies.

The BPK, Hadi said, is pushing government agencies to follow up on these findings. During the audit, a number of institutions have deposited their shortfalls and the potential losses to the state treasury amounting to Rp173.55 billion.

Irman Gusman, chairman of the Regional Legislative Council (DPD) promised the BPK that the DPD will use the findings as the basis for intensifying the oversight of a number of entities. "It will be used as an input and consideration in designing the state budget so that leaks and inefficiencies can be reduced," he said yesterday.

Farouk Muhammad, chief of the DPD's Public Accountability Committee, said the committee is supports the follow-up on BPK's findings in order to restore the state losses. "We will also monitor crime reports that have been submitted to law enforcement agencies," he said

Uchok Sky Khadafi, Director of Investigation and Advocacy for the Indonesian Forum for Budget Transparency, said that law enforcers are unable to investigate further because the audit results are not ready for use. "A lot of the data or documents are not sufficient for them to follow up," he said yesterday.

In addition, the investigation process time-consuming and expensive. "There is not enough fund to probe BPK's findings," Uchok said yesterday.
