Sri Mulyani: Indonesia's State Assets Reach Rp13 Trillion in 2023

TEMPO.CO, JakartaIndonesian Finance Minister Sri Mulyani Indrawati revealed an increase in state assets, reaching Rp13,072.8 trillion by the end of 2023. This represents a growth compared to Rp12,325.45 trillion at the close of 2022.

The data in the Central Government Financial Report (LKPP) for fiscal year 2023 was presented at the 20th Plenary Meeting of the Indonesian House of Representatives (DPR) in Senayan on Thursday, July 4, 2024.

“The government's financial position is shown in the balance sheet as of December 31, 2023, consisting of assets of Rp13,072.8 trillion,” she said, as quoted from a live broadcast on Parliament TV.

In addition to assets, Sri recorded government liabilities of Rp9,536.7 trillion, resulting in equity of Rp3,536.1 trillion. Notably, 2023 marks the first year equity has increased without asset revaluation since adopting accrual-based financial reporting.

Accrual-based financial reporting recognizes income and expenses when earned or incurred, not just when cash is received or paid.

“This is attributed to the improving performance of state revenues, followed by increasingly quality government spending,” the state treasurer remarked.

The Operational Report (LO) further details that the operational income of Rp3,083.2 trillion in 2023, contrasted with operational expenses of Rp3,111.7 trillion, resulting in an operational deficit of Rp28.4 trillion.

However, a surplus of Rp60.1 trillion from non-operational activities yielded a net surplus of Rp31.6 trillion for 2023. “This marks the first surplus since implementing accrual-based accounting for operational reports in 2015,” Sri declared.

The 2023 Cash Flow Report reveals a negative net cash flow of Rp34.8 trillion from operating activities. Additionally, net cash flow from investment activities was negative at Rp391.6 trillion, while financing activities generated a positive net cash flow of Rp445.8 trillion. Finally, net cash flow from transitory activities was positive at Rp88.7 trillion.

“The negative net cash flow from investments is a reflection of the government's efforts to invest, especially in supporting infrastructure development projects,” Sri Mulyani concluded.
