Anti-Dumping Import Duties Not Only for Chinese Products, Indonesian Trade Minister Explains

TEMPO.CO, Jakarta - Indonesia's Minister of Trade Zulkifli Hasan (Zulhas) said that the increase in anti-dumping import duties that will be implemented by the Indonesian government will not only apply to imported products from China, but will apply to all countries.

"I need to clarify, this anti-dumping policy is not only for one country, but for all countries," said Zulhas to the press, on Sunday, July 7, 2024, while visiting the Rendang Asese Center, Padang, West Sumatra.

He explained that the anti-dumping import duties are imposed on products which import value is observed to be high. The import data for these products refers to the performance of the past three years.

"Any goods, from anywhere, that have been imported in the past 3 years and have increased in import value, may be subject to anti-dumping duties," said Zulhas.

Zulhas continued, this anti-dumping import duty regulation is also legal and recognized throughout the world. This policy is also to keep Micro, Small and Medium Enterprises (MSMEs) alive. "World regulations state that if the value of imports increases, anti-dumping duties may be increased."

To establish this regulation, said Zulhas, it will be formulated by the Indonesian Trade Security Committee (KPPI) and the Indonesian Anti-Dumping Committee (KADI). This institution will list which products will be subject to Antidumping Duties. "Later on, they will check, from wherever they are, then will calculate how much the increase will be. Where did the goods come from, from anywhere in the world, not just from a certain country," he said.

On the other hand, according to Zulhas, similar policies could also be implemented by other countries for products from Indonesia. If the value of exports of goods from Indonesia increases to a country, then it is legal for that country to impose anti-dumping import duties.

"It's legal for other countries to increase anti-dumping duties on Indonesian exports, but there are regulations," said Zulhas.

Previously, Zulhas stated that the government would impose import duties of up to 200 percent on imported products from China that were flooding the Indonesian market. This policy will be implemented by his party in responding to the issue of the trade war between China and the United States (US).

He explained that the trade war between China and the US had triggered excess supply and excess capacity so that products from China then flooded into Indonesia. A number of imported products include clothing, steel, textiles, and so on, because markets in Western countries reject these Chinese products.

"So in a day or two, hopefully the Minister of Trade Regulation will be finished," said Zulhas in Bandung, West Java, Friday, June 28, 2024, as quoted by Antara.

If the regulation is later issued, said Zulhas, import duties will function as a way out to protect imported goods from flooding the Indonesian market. The import duties that will be imposed on Chinese goods, said Zulhas, have been decided between 100 percent of the price of the goods to 200 percent.
