Understanding Tapera that Will Cut 3% of Workers' Salary

TEMPO.CO, Jakarta - The new policy on public housing savings or Tapera program has met with public criticism as it deducts three percent of workers’ salaries monthly. President Joko Jokowi Widodo signed Government Regulation No. 21/2024 on the Tapera implementation on May 20.
What is Tapera?
According to Article 1 (1) of PP 21/2024, Tapera or Public Housing Savings is a deposit of funds made by participants periodically within a certain period, which can only be used for housing financing and/or returned along with the accumulated results after the participation ends.
Tapera participants
The program participants are all Indonesian citizens and foreign citizens who hold a working visa, which is valid for at least six months.
Based on PP No. 25 of 2020 on the Tapera implementation, the participants are divided into two categories; workers and independent workers who earn at least the minimum wage.
Workers required to be the participants must be at least have been working for 10 years or married at the time of registration. Meanwhile, independent workers who earn less than the minimum wage are allowed to register as Tapera participants.
Those included in the category of workers are people who work in the public and private sectors as follows:
Candidates for Civil Servants (CPNS).
State Civil Servants (ASN).
Soldiers of the Indonesian Military (TNI).
Student soldiers of the Indonesian Military.
Members of the National Police.
State officials.
Employees of state/regional-owned enterprises.
Employees of village-owned enterprises.
Employees of privately owned enterprises.
Apart from the above list, the participants are also those who earn wages.
Tapera participation ends when the participant fulfills some conditions, such as retirement, attaining the age of 58 for self-employed workers, death, and the participant no longer meets the criteria as a participant for 5 consecutive years.
Amount of Tapera Savings
According to the Indonesia Baik website managed by the Ministry of Communication and Information Technology (Kominfo), the amount of the savings is set at 3 percent of the monthly salary.
Of the 3 percent, the employer pays 0.5 percent and the employee pays the rest 2.5 percent every 10th day of each month at the latest.
The amount of independent participant's savings is determined based on the average monthly income in the previous year with a certain limit. All savings made by the independent participant are their responsibility.
Benefits of Tapera
In Article 37 of PP 25/2020, participants classified in low-income groups (MBR) can obtain several benefits, including Home Ownership Credit (KPR), Home Building Credit (KBR), and Home Renovation Credit (KRR) with long maturities of up to 30 years and fixed interest rates below market interest rates.
Meanwhile, non-MBR workers will receive benefits such as the return of savings and earnings upon retirement or reaching the age of 58 years.
However, several conditions must be met if people want to use Tapera funds. First, it is only available for the first home. Second, it is given only once. Thirdly, there is a certain value for each home financing.
Houses that can be financed with Tapera funds are single houses, row houses, and flats. Homeownership financing can be done through a lease-purchase mechanism regulated directly by the Tapera Management Fund.
Conditions for using Tapera
In order to benefit from Tapera's home financing services, participants must meet the following requirements:
Be a participant for a minimum of 12 months,
Belong to a low-income group
Not possess a house yet
For the financing of the first house, the construction of the first house, or the repair of the first house.
Meanwhile, housing financing will be done in an order based on the criteria of the participation period, deposit payments, urgency of home ownership, and availability of funds for utilization.
