How Foreigners Can Obtain Indonesian ID Cards: A Guide

TEMPO.CO, JakartaForeigners living in Indonesia have the right to own and obtain an Indonesian Identity Card (ID Card) or KTP as per the prevailing regulations. 

The Law on Population Administration states that every resident has the right to receive population administration and civil registration services, and Law No. 24 of 2013 outlines that Indonesian residents mean Indonesian citizens and foreigners residing in Indonesia.

The purpose of providing ID cards to foreigners in the country is to ensure that they receive the same services in population administration and civil registration, to provide legal certainty regarding the ownership of population documents, and to protect personal data.

With the KTP, foreigners can have access to services in Indonesia such as SIM cards, banking, insurance, and others that require a single identity number.

Here is how to get an Indonesian ID Card for foreigners 

According to Article 1 (13) of Law No. 24 of 2013 which amends Article 63 (1) of the Population Administration Law, Indonesian citizens and foreigners who are at least 17 years old, have a permanent residence permit, are married or have been married are required to have an electronic ID Card or e-KTP.

The foreigner needs to visit the nearest Population and Civil Registration Agency to have the ID registered and present the required documents.

Requirements to obtain an Indonesian ID Card

Based on Presidential Regulation No. 96 of 2018, a foreigner must meet the following requirements:

  1. 17 years old, married, or have been married.
  2. Family card.
  3. Travel documents.
  4. Permanent Residence Permit Card (KITAP) issued by the Immigration Directorate General as proof that the foreigner has a residence address in Indonesia.

Differences between ID Cards of Indonesian citizens and foreigners

The e-KTP for foreigners is not much different from the e-KTP for Indonesian citizens. However, there are still the following differences:

  1. The e-KTP belonging to a foreigner has a validity period corresponding to the validity period of the Permanent Stay Permit Card (KITAP) issued by the Immigration DG. Before the validity period expires, foreigners still living in Indonesia must renew their KITAP and e-KTP at least 30 days before the validity period expires.
  2. The information contained in the e-KTP for foreigners includes name, gender, religion, marital status, employment, and nationality written in English. 
  3. The color of the e-KTP for foreigners is orange or pink, while the e-KTP for Indonesian citizens is blue.
