4. Astana, Kazakhstan
Astana or Nur-Sultan is the second coldest capital city in the world with an average air temperature of 3 degrees Fahrenheit in January. Many residents went ice skating on the Ishim River, which stayed frozen for five consecutive months. 5. Winnipeg, Canada
