Indonesia's KPPU Accuses Shopee, Google of Monopoly

TEMPO.CO, Jakarta - The Indonesian Business Competition Supervisory Commission (KPPU) suspected two tech giants, PT Shopee International Indonesia, and PT Google Indonesia, of engaging in monopoly practices.
M. Fanshurullah Asa, the chairman of the KPPU, said that Google allegedly dominated payment services with Google Pay, while Shopee Indonesia was suspected of monopolizing goods delivery services with Shopee Xpress.
“We will process it when there is evidence. This causes an extraordinary impact as there are significant numbers,” Fanshurullah, better known as Ifan, said at his office in Jakarta on Feb. 6.
Gopprera Panggabean, a KPPU member, added that the cases had entered the filing stage. The status would then be upgraded to an investigation.
Once the investigation is complete, the next stage will be to submit the report to the commission meeting, followed by a trial stage. “The team will report immediately,” he said on the same occasion.
Gopprera also said that based on the results of the investigation, Shopee was suspected of committing violations regarding the delivery service providers. Previously, users could choose another delivery service provider from the e-commerce platform.
“But since 2021, Shopee has imposed a policy that users cannot choose [their preferred delivery service] provider, its delivery option, and its price,” Gopprera said.
