Acting Governor Heru Budi Says Jakarta Budget Lowest in Java

TEMPO.CO, JakartaJakarta Acting Governor Heru Budi Hartono stressed that Jakarta’s Regional Budget or APBD was the lowest among other provinces in Java. He challenged those who said otherwise. 

The figure, Heru Budi said, could not even be compared to Banten’s APBD. “It’s small. I don’t understand why people say Jakarta's Budget is the highest. What’s the calculation?” he told Tempo at the city hall, on Friday, August 25, 2023.

He mentioned that in the general regional budget amendment policy (KUPA) and temporary regional budget priority and ceiling amendment (PPAS), the capital’s revised 2023 budget amounted to Rp78.7 trillion, and the 2024 budget was set at Rp81.5 trillion. These figures were still relatively small compared to other regions.

This is because the budget has to be absorbed down to the subdistrict and urban village level. There was no independent budget for East Jakarta or other urban areas, he informed.

Due to its different autonomy from other provinces that have a governor, regents, and mayors, the financing of all sectors in the capital, starting from the provincial, regency, administrative city, subdistrict, and urban village levels, uses the Regional Budget.

Heru Budi underlined that this must be clarified. He illustrated an example that if Jakarta governor receives a budget of Rp83 trillion, while other regional governors A, B, and C obtain a budget of Rp36 trillion, Rp30 trillion, and Rp24 trillion, respectively, the budget of three governors would seem smaller but the figures are only for the province, excluding districts and cities.

“Regents have their own budget. Mayors get their own budget. So Governor A and his regents and mayors get Rp136 trillion, while Jakarta only has Rp83 trillion,” Heru Budi reiterated.

In conclusion, Heru Budi emphasized that Jakarta's APBD was indeed the lowest among Java provinces.
