Jakarta to Use 2024 Budget for RDF Project in Rorotan

TEMPO.CO, Jakarta - Jakarta Environment Agency head Asep Kuswanto confirmed another option for the budget for the construction of the Rorotan refuse-derived fuel (RDF) plant after the proposed Rp1 trillion regional loan was rejected by the Jakarta Legislative Council (DPRD). He said the agency would use the Regional Budget (APBD).

“We will try to use the APBD. There will be perhaps more discussions later, whether in the commission discussion on the 2024 APBD,” Asep said when met at the Jakarta DPRD Building, Tuesday, August 22, 2023.

Asep explained that the funds for the development of RDF Rorotan could be taken from other budget items in the 2024 APBD. This is because the budget for this waste management project could not possibly be allocated in the 2023 Revised Regional Budget. “It will definitely be allocated in the 2024 APBD.”

As reported earlier, Jakarta DPRD chairman Prasetyo Edi Marsudi rejected the proposal for a regional loan worth Rp1 trillion for the construction of the RDF plant project to state-owned infrastructure financing company PT Sarana Multi Infrastruktur. The reason was that the city government still had to pay off Rp6.3 trillion in debts from the National Economic Recovery Fund (PEN).

“We don't want this loan to burden the regional government's finances and harm the people,” Prasetyo said as quoted from the Jakarta DPRD's website, on Monday, August 21, 2023.

Therefore, Asep concluded that the Jakarta Environment Agency would conduct budget efficiency of other projects in order to include the budget of the RDF Rorotan project in the next year’s regional budget. He also said that the capital was in a state of waste emergency, so immediate action was needed.
