Indonesia Attends MEPC 80 in London, Discusses Shipping Industry GHG Emissions

TEMPO.CO, Jakarta - Directorate General of Marine Transportation of the Ministry of Transportation participated in the 80th session of the Marine Environment Protection Committee (MEPC) in IMO's headquarters in London. The session was attended by IMO's state members, Intergovernmental Organizations (IGOs) observers, Non-Governmental Organizations (NGOs), and several marine industry associations."The session had several main agendas, one of which was the drafting of Revised IMO Strategy 2023 on Reductions of Glasshouse gas (GHG) emissions and its implementation measures," said Expert Staff of the Transportation Ministry for the Area and Environment of Transportation, Capt. Antoni Arif Priadi, in a written statement, as quoted on Monday, July 10, 2023.
The agreed revised Strategy included vision and mission of the measures, Levels of Ambition, supportive actions, as well as the timeline for comprehensive impact assessment and middle-range basket measures.
Furthermore, Antoni said that the session also discussed the prevention of ship-based marine pollution and energy efficiency in vessels. The discussion also included the amendment of the Ballast Water Management Convention, plastic waste issues, drafting of the biofuel guideline, and protection of the sensitive sea area."The session also agreed on the MEPC and Subsidiary Bodies Work Program for the 2024-2025 period; and the schedule for MEPC 81 is on April 22-26, 2024."
An agreement was also reached on the narration of effort enforcement in energy efficiency on vessels and the reduced carbon intensity in the marine industry is targeted to reach 40% in 2023 compared to 2008. "Zero technology or low GHG emission is at 5%, 10% in 2023; and GHG emission will reach net zero at or around 2050," said Antoni.
Meanwhile, Indonesia rejected economic measures which will negatively impact developing countries. Further, economic measures also need to ensure technology transfer and capacity development of developing countries for energy and technology transitions. Indonesia, according to Antoni, emphasized the importance of choosing the right measures to face the urgency of climate change.
Indonesia also delivered about seafarer safety in the implementation of new technology, especially concerning technical measures and technical capacity development of the human resources to implement the Revised Strategy effectively.
Next year, MEPC will discuss in detail the supportive actions and comprehensive impact assessment including the concrete steps to vessel and fuel technical perspectives and the economic approach to reduce emissions. "Indonesia also supports the Comprehensive Impact Assessment and asks for factual data and information and considering conditions in each country," said Antoni.
