Jakarta Council Asks Decree on Low-cost Apartment Revised

TEMPO.CO, Jakarta - Jakarta Legislative Council (DPRD) deputy speaker Muhammad Taufik demanded the city administration revise Gubernatorial Decree (Pergub) No. 106 of 2017 ratified by previous governor Djarot Saiful Hidayat on the spatial planning of Rorotan subdistrict areas as green open spaces and public apartments.


The reason is, Taufik said, the decree noting the construction of centralized low-cost apartment (rusun) in Rorotan might spark housing inequality for the public.


“The decree should be revised if needed. I am envious if there is no low-cost flat in my region, such as in Tanjung Priok subdistrict,” Muhammad Taufik said to Meli Budiana as the acting head of Jakarta Housing Agency during the budget committee's (Banggar) meeting on Thursday, September 13.


“Papanggo area in Tanjung Priok has an apartment, while no rusun built in Pademangan subdistrict. Please, Bu Meli, move the project to the center areas,” Taufik said. The Gerindra politician suggested the project should be developed in Tanjung Priok and Kamal Muara subdistrict of North Jakarta as well as in Cengkareng and Kapuk subdistrict of West Jakarta.


Taufik delivered demands in response to the proposal issued by Meli on the budget of land acquisition for the low-cost apartment construction worth Rp260 billion in Rorotan, North Jakarta.


Meli explained the land determination was as stipulated in Pergub No. 82 of 2017 ratified by Governor Djarot Saiful Hidayat on July 28, 2017, and published on August 28, 2017. “We review [the space determination] through the documents and others based on the incoming offers and Pergub No. 82,” she explained.


The land selection in Rorotan, Meli added, was also regulated in Pergub No. 106 of 2017. The regulation was issued considering Rorotan has wide open spaces and the city administration received many offers from the landowners to construct low-cost flat.


Muhammad Taufik further said the location of the low-cost apartment in Rorotan set by Djarot would drop the community economy there, considering the region was rarely in demand by Jakartans. "People will become poor if they move there and who want to stay in Rorotan?" he concluded.
