Observers: Anies` Plan to Repeal Motorcycle Ban a Setback

TEMPO.CO, Jakarta - Observers are saying that Jakarta Governor Anies Baswedan's plan to repeal the rule that bans motorcycles from entering Sudirman road is a setback for the transportation sector.
"If revoked, more and more people will use private vehicles (motorcycles). It will be a step-back, ," Deddy Herlambang, a researcher from the Institute of Transportation Studies (Intrans), told Tempo on Friday, November.
According to Deddy, this plan by Anies is "just a populist policy."

He added that the government is currently trying to facilitate its citizens with mass transportation modes, such as Transjakarta buses. That, he remarked, can be a real solution for users of two-wheeled vehicles that cannot pass certain roads.
"The Greater Jakarta Area's Transportation Management Agency (BPTJ) has a target to have 30 percent public transportation users by in 2030. Let's just pursue that," he said.
Meanwhile, public policy analyst Agus Pambagio said the government should focus on building infrastructure that supports public transport. In addition to overcoming congestion, Agus said that banning motorcycles from entering protocol roads is for the safety of the motorists themselves, as Jakarta's heavy traffic—dominated by four-wheeled vehicles—is dangerous to motorcyclists.

"We love the citizens of Jakarta. We do not want to build a mass grave of motorcyclists riding on protocol roads," Agus added.
Anies plans to revoke the ban on motorcycles in protocol roads such as Sudirman and M.H. Thamrin. To push the plan through, he will change the governor's regulations No.141/2015 on Motor Traffic and Regulatory Restrictions as well as No.25/2017 on Traffic Control through Electronic Road Pricing Policy (ERP).
