Jokowi Issues Instruction to Prevent Arguments among Ministers

TEMPO.CO, Jakarta - Vice President Jusuf Kalla said President Joko Widodo or Jokowi had signed a presidential instruction aimed at avoiding arguments among ministers.

“People often criticized that ministers often have different opinions regarding a certain matter. Therefore, we want to avoid such things so that they won’t confuse the public,” Kalla said at his office in Jakarta on Tuesday, November 7.

Kalla made the comment in response to the issuance of Presidential Instruction No. 7/2017 on the making, supervision, and control of policies at ministries and state institutions. Jokowi signed the presidential instruction, also known as the anti-controversy, on November 1, 2017.

The presidential instruction, drafted for ministers, the cabinet secretary, heads of non-ministry institutions, the military commander, the attorney general, and the National Police chief, contains mechanisms for ministers and heads of institutions to form, decide, and implement any policies.


Kalla said that a new policy shall be publically announced after being agreed by related ministries and other stakeholders.


According to Kalla, he and President Jokowi had reminded ministers not to engage in arguments in every cabinet meeting. The VP revealed that President Jokowi had even warned them in a harsh tone. Since the warnings had not been effective, he said the President decided to issue an instruction.
