TEMPO.CO, Jakarta - The State Apparatus Empowerment and Bureaucratic Reform Minister Asman Abnur says that there is potentially a Rp392 trillion inefficiency caused by an ineffective budget usage in a large number of cities and districts.
“The budget is completely consumed but the result is unclear,” Asman said today, April 27. He also said that despite having working programs, most of the regional leaders are not able to reach their goals.
Therefore, mayors or regents must be able to supervise working programs until the second echelon level. Asman revealed that there are regional leaders that are not aware of the work performances of their subordinates.
President Jokowi, however, had warned regional head leaders to focus on budget spending. “No need to have many prioritized programs, as long as it’s completed,” Asman said mimicking the President`s words.
Inefficiency is just one problem plaguing the regional governments. Another problem is, Asman added, the imbalance of personal expenditure. Of 509, there are 134 districts and cities that have a higher amount of employee expenditure, which is over 50 percent, compared to their capital expenditure.
