Govt Suggested to Appoint Experts for Regional Posts

TEMPO.CO, Jakarta - Public Policy expert from Padjajaran University Yogi Suprayogi said that the one-billion-per-village program from the government can be considered as a gift and a curse at the same time. Yogi explained that the program can help increase development productivity given maximum supervision. On the other hand, he said that it can create "small kings".
Yogi said that village empowerment needs to begin with solid supervision system. There are three systems, as he mentioned it: creating grass-root level of the Corruption Eradication Commission; optimizing civil servant using rotation system; and applying regional supervisor. "I think the second system serves the best," he said.
Yogi later said that the government needs to change the regional head electoral system. He suggested that regional heads should be directly appointed by the state. "The post requires professional rank, not semi-professional," he said.
Moreover, Yogi said that the government needs to assess a revision on autonomy system. "Do not let autonomy administrations overlap each other," he said. However, he is pessimistic if the program can finish in one year, given that Jokowi will need a bunch of preparation to run the village empowerment.
