300 Types of Medicines in e-Catalogue

TEMPO.CO, Jakarta - The Government Agency of Procurement Policy (LKPP) stated that until today, there are only 300 types of medicines - out of 900 - set to be in the medicine e-catalog. "The 300 types of medicines are provided by 49 pharmaceutical industries which have won the tender," said Director of LKPP Catalog Development Sarah Sadiga when met by Tempo yesterday.


Sarah said, out of the 91 pharmaceutical industries, only 82 have met the requirements. Then they took part in the tender. The result: 49 won.


She explained, in determining the price of medicine for the e-catalog, LKPP needs to do an auction with medical suppliers. The auction window is regulated under the Presidential Decree Number 70 / 2012 on E-Catalogue, which is held by LKPP. The regulation states that it takes 18 to 30 workdays plus 2 days for evaluation. She also said that in the auction, LKPP considers which suppliers can provide medicines in large quantities at lower price. However, the procurement cannot be generalized by the auction. For instance, if there is only one supplier of a certain drug, then the process must be through a negotiation. "It depends on the characteristics and the supply of the drug," said Sarah.


She explained LKPP is not authorized to determine prices, so the information is received from the Ministry of Health on the base price. Then the base price is matched with the price from the auction.


Sub-directorate Chief of Catalog Management Dwi Satrianto said that on February 5, LKPP had just signed an umbrella agreement between LKPP and a medicine supplier. To date, LKPP has listed 300 types of medicines in the e-catalog.
