TEMPO Interactive, Jakarta:The Joint-Security Committee (JSC) can only give moral sanctions to violators of the peace agreement in Aceh, but what form these moral sanctions will take has yet to be explained. JSC Senior Envoy Maj. Gen. Thanongsuk Tuvinun made this statement to Tempo News Room by phone on Tuesday (18/2). According to the JSC public information staff Fahmi Yunus, the Committee is only authorized to implement the Temporary Truce Agreement that was signed on December 9, 2002. The focus of JSC is on security matters, he said. The mechanism to establish peace is carried out by forming peace zones and the demilitarization stage in Aceh. In this stage, the Free Aceh Movement (GAM) has vowed to hand in their weapons and the Indonesian government to replace military and police mobile brigade officers with civilian police. According to Fahmi, efforts to prevent violations of the agreement are made by exchange of information. The JSC will inform both the Indonesian government and GAM on the movement of each party, he said.
