Publisher Rights Regulation Will 'Significantly Impact' Digital Media Platforms: Cyber Media Association

TEMPO.CO, Jakarta - President Joko Widodo or Jokowi inked the Publisher Rights Presidential Regulation No. 32 of 2024. The Head of the Association of Indonesia Cyber Media (AMSI) Wahyu Dhyatmika was optimistic that the regulation would pave ways of equal business negotiation between digital platform companies and digital media publishers in Indonesia.

"This regulation would significantly affect AMSI members. Media that already has license agreements with digital platforms will get certainty in their income," Wahyu said in a written statement on Tuesday.

Meanwhile, media that have not ink any licensing agreement, as long as the media is verified by the Press Council, are now able to negotiate with digital platforms individually or collectively. "AMSI is committed to facilitate its unverified members to gain compensation through a collective agreement," Wahyu added.

Additionally, Wahyu believed the Publisher Rights Presidential Regulation offered a solution to media that currently goes through a digital transformation to become a full cyber media.

Wahyu explained that the Publisher Rights Presidential Regulation will open a new business model outside of traffic-based achievement. According to Wahyu, the usual business model contributes to the increase in sensational and click-bait content which sacrifice accuracy.

"Hopefully, this presidential regulation will improve the ecosystem of media business in Indonesia,' the AMSI head remarked.

Wahyu also encourages AMSI members to innovate for the sake of quality journalism. "This regulation allows for a new revenue stream model as long as publishers are able to target the right audience with relevant information, and considering the platform's needs to maintain user comfort," Wahyu added.

President Jokowi inked the regulation on Tuesday. He claimed that the Publisher Rights Regulation is not in any way intended to limit press freedom. The government, he said, is not trying to control press content but regulate the business relation between press companies and digital platforms.

"We also want to ensure the sustainability of the national media industry, we want fair cooperation between press companies and digital platforms," Jokowi said during his remark on the Anniversary of National Press Day on Tuesday.
