Jakarta Council Raises Unexpected Budget to Anticipate Recession

TEMPO.CO, Jakarta - Member of the Jakarta Regional Legislative Council or DPRD’s Budget Agency (Banggar), Gembong Warsono, said the increase in the city's unexpected spending budget or BTT in 2023 was an anticipatory step in facing the threat of an economic recession.

Gembong said the Home Affairs Ministry evaluated the amount of BTT from Rp648.5 billion to Rp868.6 billion and made several efficiencies in the Regional Budget (APBD).

Then after being rationalized by the Banggar and the Regional Government Budget Team (TAPD), the budget allocation from the efficiency was included in the BTT.

“There are indeed many factors to increase [the unexpected spending budget], it's to anticipate a recession. Even though the Regional Working Units (SKPD) have made anticipatory measures against the 2023 economic recession, the Ministry of Home Affairs provided a reference to increase the allocation other than those in SKPD,” Gembong said as quoted by Antara, on Thursday, January 12, 2023.

According to him, the Ministry of Home Affairs' decision to correct the capital's unexpected spending budget has gone through a thorough study. Moreover, the initial BTT amount was not proportional to the city's spending target of Rp74.3 trillion.

“It was a bit small at first, so it's now proportional,” Gembong added.

The Jakarta lawmaker also said the change in the BTT amount was agreed upon by the executive and legislative at a joint leadership meeting (Rapimgab) at the end of December 2022.
