TEMPO.CO, Jakarta - The government through the Law and Human Rights Ministry has proposed the draft bill on the new capital (IKN) to be included in the 2023 national legislation program (prolegnas) to the House of Representatives (DPR) Legislative Body. The IKN Law was enacted in mid-January of 2022.

Minister of Law and Human Rights Yasonna Laoly said that the proposed revision of the IKN Law was instructed by President Joko "Jokowi" Widodo in an effort to expedite the process of the capital city relocation and the implementation of special regional government.

"The changes in this law are primarily to strengthen the IKN authority," Yasonna said in a meeting with the DPR on Wednesday, November 23, 2022.

Tempo has contacted Yasonna for confirmation about the urgency and changes proposed in the bill. However, the minister asked Tempo to contact the Minister of National Development Planning or Bappenas head, Suharso Monoarfa.

"It's better to [contact] the leading sector, the Ministry of National Development Planning or Bappenas," said Yasonna via a text message on Friday, November 25, 2022.

6 Factions Agree

During last Wednesday's joint working meeting, six factions accepted the government's request to include the revision of the IKN Law in the 2023 national legislative program (Prolegnas) priority. They are the Indonesian Democratic Party of Struggle (PDIP), Golkar Party, National Mandate Party (PAN), National Awakening Party (PKB), United Development Party (PPP), and the Gerindra Party.

Meanwhile, two factions rejected the proposal for the revision of the new capital law, namely the Democratic Party and the Prosperous Justice Party (PKS). Meanwhile, the NasDem Party chose to remain to abstain.
