Expert Analyzes Tito Karnavian's 'Warning' for Regional Leaders

TEMPO.CO, Jakarta - Constitutional law expert, Bivitri Susanti, said that the warning from Home Affairs Minister Tito Karnavian contained in the Ministry’s Instruction No.6/2020, is merely a reactive response from the minister.

According to Susanti, the instruction that focuses on the COVID-19 health protocol enforcement for regional leaders to control and contain the viral spread is merely a byproduct of him being warned personally by the president.

“Why using a minister’s instruction like this? I think his response is because he was reprimanded by the President,” said Bivitri Susanti to Tempo on Thursday, Nov. 19, in an attempt to analyze the minister’s motive. “[I think] he just had to show his authority towards regional leaders.”

However, Bivitri agrees that regional leaders must be held accountable for the health and security of the regions they lead, especially amidst a pandemic situation. The expert asserts that the act of letting large crowds of people gather and increase the risk of COVID-19 infection must not be tolerated.
