Govt Introduces Guidelines for Inter-Regional Cooperation Mapping

Socialization of Indonesian Minister Home Affairs Regulation (Permendagri) Number 22 of 2020 and Socialization of Guidelines for Government Affairs Mapping in the Framework of Inter-Regional Cooperation

TEMPO.CO, Jakarta - The National Support for Local Investment Climates/National Support for Enhancing Local and Regional Economic Development (NSLIC/NSELRED) project together with the Ministry of Home Affairs of the Republic of Indonesia conduct the Socialization of Indonesian Minister Home Affairs Regulation (Permendagri) Number 22 of 2020 and Socialization of Guidelines for Government Affairs Mapping in the Framework of Inter-Regional Cooperation (IRC) for 34 provinces including NSLIC pilot project.

The guidelines on government affairs mapping in the framework of inter-regional cooperation is designed for the Inter-Regional Cooperation Team (TKKSD), specifically for the regional apparatus who is in charge of cooperation.

Dr. Safrizal Z.A, M.Si, Director General of Regional Administration Development, Ministry of Home Affairs explains that this guideline is expected to support local government in identifying and mapping the government affairs that will be cooperated based on regional potential and characteristic, so the IRC can be implemented for public services, economic growth, increasing competitiveness and public welfare.

Inter-regional cooperation is an effort to transform the economy which is expected to increase regional competitiveness and economy. In practice, regional cooperation will synergistically utilize local resources and increase cooperation between actors (public-private partnership) in the management of regional economic resources.

In addition to being effective in facilitating the development and growth of local economies, in line with the government’s priorities, building IRC is also vital in the current context of the COVID-19 pandemic.

Cavelle Dove, Project Director of NSLIC/NSELRED said that since COVID-19 respects no borders, collaboration among local government including at the provincial, municipal, or regency level, as well as shared commitments to cooperation and mutual support is needed to control and contain the spread of the pandemic and address its adverse socio-economic impact. Local government can use the IR tools to identify potential areas of cooperation and take joint action.

From a series of discussions with the MoHA, it was identified that the main cause of constraints in developing the IRC lies in the absence of potential mapping guidelines, which should be issued by the National Government for all provinces in Indonesia.

The Ministry of Home Affairs in collaboration with NSLIC/NSELRED will provide technical assistance for building the IRC’s mapping tools, identifying and mapping the IRCs potential, strengthening the IRC’s institutions and human resources, and monitoring and evaluation of the IRC’s implementation in NSLIC’s two provinces – Gorontalo and Southeast Sulawesi.

This online event involves the representatives of 34 provinces, including the representatives of Gorontalo and Southeast Sulawesi.
