Govt Says Drafts of Omnibus Law Still Confidential: KontraS

TEMPO.CO, Jakarta - The Commission for Missing Person and Victims of Violence (KontraS) activist Rivanlee Anandar said his side had sent a letter to four ministries asking about the drafts of the omnibus law on job creation.

“After we knew that the Prolegnas (the national legislative program) included omnibus law, we initiated to send a letter to obtain information about it,” said Rivanlee, KontraS’ head of research and documentation, to Tempo on Sunday, January 16.

The letter sent in January was delivered to the Coordinating Ministry for Political, Legal, and Security Affairs, the Ministry of Law and Human Rights, the Coordinating Ministry for Economy, and the Coordinating Ministry for Maritime Affairs and Investment.

“Because at the beginning, we did not know which ministry manages the bills. Besides, we did not know about the bill substance,” he added.

Rivanlee outlined that KontraS demanded information related to the drafts of the bills, including on job creation, which laws that will be included in the draft bill, which ministry that will handle the bill, which civil society groups that will be involved in the discussion and the form of their involvement, and the development and timeline of the process of the bill making.

The Coordinating Ministry for Political, Legal, and Security Affairs then answered the letter, noting that the information remained confidential. “The Coordinating Ministry said it was still on the finalization stage and confidential under the Coordinating Ministry of Economy,” Rivanlee said.

The letter was dated on February 6, 2020, signed by the ministry’s documentation and information management officer (PPID) Sidiq Mustofa. However, no detailed explanation of the information of the omnibus law was given. Meanwhile, Rivanlee underlined, the disclosure of public information was ruled on Law No. 14/2008.

Tempo tried to contact Sidiq Mustofa but he neither answered the call nor replied messages from Tempo.
