Jokowi Warns State Institutions on Qualified Opinion, Disclaimer

TEMPO.CO, Jakarta - President Joko Widodo or Jokowi ensured he would constantly remind each ministry or state institution to revise their financial statement based on the government’s accounting standards.

“I'll keep on saying this, so we can improve, truly secure, and optimize the management of public finance,” said the President in State Palace, Jakarta, Wednesday, May 29.

Jokowi pointed out those having qualified opinion (WDP) and disclaimer from the Supreme Audit Agency (BPK) to be attentive and urged them to kick off coordination and innovation to solve the finding.

“This is our constitutional responsibility for the country and our moral responsibility for the society that state's money and people's money must be used only for the people’s interest,” he underlined.

To receive a better financial statement, the President demanded each ministry or institution put high concerns on prepaid expenses, goods expenditure, capital expenditure, fixed assets, projects under construction, and intangible assets.

Previously, BPK gave a qualified opinion to four state institutions on audit results of the 2018 Central Government Financial Report (LKPP). The four were Public Works and Public Housing Ministry, Youth and Sports Ministry, Election Commission (KPU), and Corruption Eradication Commission (KPK).

Additionally, BPK put disclaimer opinion on the Maritime Security Agency (Bakamla). Last year, Bakamla and the Ministry of Maritime and Fisheries Affairs obtained disclaimer opinion for not presenting a financial report that was handled by the anti-graft body at that time.

In total, BPK reviewed 87 financial statements of ministries or state institutions and State Treasurer (BUN)–81 of them got unqualified opinion (clean). This was a better achievement than that of the previous year with 79 institutions. In conclusion, the 2018 central government got the unqualified opinion (WTP).
