BPK Finds Problems on Teacher`s Competence, Professionalism

TEMPO.CO, Jakarta - The Supreme Audit Agency Chairman (BPK) Moermahadi Soerja Djanegara said that the Culture and Education Ministry together with regional governments have yet provided the needs of domestic teachers and educational staffs.


“The aspects include qualification, certification, competence, welfare, database, and distribution,” said Moermahadi in a plenary session in the parliamentary complex in Senayan, Jakarta today, April 3.


This was contained in the report entitled the ‘Semester Examination Result Summary (IHPS) II of 2017' that was handed over to leaders of the House of Representatives (DPR).


Based on the IHPS II 2017 report received by Tempo, BPK uncovered 211,208 teachers and headmasters in 2016 that are not qualified, mainly regarding a Bachelor’s degree qualification.


Meanwhile, 5,684 people have not met the D4 degree (Diploma’s) qualification. BPK also found that 12,248 school supervisors are not equipped with a Bachelor’s degree.


The report also states that teachers and headmasters that are not certified amounted to 1,596,968 people.


Moermahadi said that regional administrations have not improved the welfare of teachers and educational staffs. He also deemed the primary education data was inaccurate to be used as a reference.


BPK recommended that there should be a verification and validation mechanism that can be the basis in paying-out grants and that the government should introduce a strategic policy on recruiting teachers and educational staffs.
