NGO Urges House to Issue New Law Governing TNI Reinforcements

TEMPO.CO, Jakarta - Director of the Indonesia Human Rights Monitor (Imparsial) Al Araf suggested that the government and the House of Representatives should establish a new law on The Indonesian Armed Forces Reinforcement instead of regulating the armed forces in the new Draft Bill on Terrorism.
Al Araf explained that the Indonesian Armed Forces involvement in the war on terror have been regulated in Article 7 (2) and (3) of Law No. 34/2004 on The Indonesian Armed Forces.
"In accordance with the People's Representatives Assembly Decree No. 7/2000, the government and the House of Representatives are instructed to issue a [law on reinforcement]," Al Araf said on Monday, July 25, 2016.
The Reinforcement Law, according to Al Araf, should be intended as an implementing regulation for Article 7 (2) and (3) of Law No.34/2000, which stipulates non-combat operations. Al Araf said that The Reinforcement Law should regulate what the TNI is allowed to do or not.
"On what conditions [the TNI should be involved], the funds, mobilization, and what is the purpose," Al Araf said.
