TEMPO.CO, Jakarta - Constitutional law expert Refly Harun supported cabinet downsizing initiated by Joko “Jokowi” Widodo-Jusuf “JK” Kalla. Refly said on Friday, July 25, 2014, some ministries had to be evaluated.


According to Refly, the current cabinet is too fat because the government has to maximize the ministerial posts governed by the Law number 39/2009 regarding state ministries. Meanwhile, Refly said, not all ministries had satisfying functions, such as the Ministry for the Development of Disadvantaged Regions. Such functions can be handled by the Social Ministry or other ministries dealing with economic matters.


Refly considered that the effectiveness of a cabinet should not be measured by the number. The most important thing is that those ministers are able to conduct bureaucracy reform, particularly that related to corruption eradication.


“Ministries must take a stand to eradicate graft practices,” he said.


In addition, Refly explained, a government can run effectively if the decentralization concept is applied efficiently.


“Agencies and institutions related to public services must also be evaluated. There are high potential of corruption in there,” he said.
