TEMPO.CO, Jakarta - Vice President Director of MH Thamrin Hospital Salemba, Abdul Barry Radjak, criticized Jakarta Health Card (KJS) program that was initiated and implemented by the DKI Governor, Joko Widodo, a month after his inauguration. "It was all seem sudden, his inauguration was at October 20, and the KJS program implemented on November 10," said Abdul Barry.

Barry considered that the rush in the KJS program preparation had made many drawbacks. He gave an example of what happened at MH Thamrin Hospital. There were a number of patients who did not deserve KJS actually enjoy it through the services of panders. "The bills (sent to the Provincial government) were so high that it quickly drained the budget," he said.

The budget issue then became the reason for the provincial government to change the hospitals bills' payment system, from the Essential Service Package (PPE), which was under the coordination of the Health Department, to be the INA-CBG system (case-based group) which was handled by PT ASKES. The system shift caused tariff calculations discrepancy, which made many hospitals to withdraw themselves from the program.

Vice Chairman of the City Council, Igo Ilham, assumed the KJS program was not ready yet to be implemented. The KJS program concept which was first initiated by DKI former Governor Fauzi Bowo still had many drawbacks. "Systematically, KJS is not ready yet," said Igo.
