TEMPO.CO, Jakarta - Jakarta Department of Highways assures that the strength of Pancoran flyover construction, South Jakarta, can hold up to 50 years. Section Head of Interchange Construction Department of Highways Jakarta Hananto said the flyover construction is designed with 50 years endurance.

"In fact, the strength of this flyover construction could be more than 50 years," said Hananto to Tempo at the opening of the Pancoran flyover on Monday, January 15. The flyover is planned to open by the end of December 2017. However, because there are some unfinished parts, the opening postponed.

Hananto said that his team has coordinated with the Ministry of Transportation Safety and Tunnel Commission to open the flyover, even though it has not received the certificate of functional worthiness (SLF). "We ask first, and then it will be load-tested," said Hananto.

According to Hananto, the load test will not take time. The load test will be done this week. "The standard load test is in line with ministerial regulations, it only takes an hour, it will be done when there is no vehicle," said Hananto.

Jakarta administration opened the flyover even though it has not got the SLF yet, because of the need. The reason, the level of congestion in Pancoran Intersection is quite crowded. "It is to prevent the worsening congestion. We have sent a letter to open this road," said Hananto.
Head of Jakarta Transportation Department Andri Yansyah confirmed that the government has operated the Pancoran flyover before getting the SLF.

According to him, the government is accelerating because the need to use the road is urgent. The reason, traffic in Pancoran Intersection, especially from east to west is very crowded. "This transportation problem cannot wait," said Andri.

Although it has not got the SLF yet, Andri estimates that the flyover construction is in compliance with the standard specifications for flyover buildings. SLF completion process, said Andri, can be done while operating the flyover.

Andri said every hour in Pancoran Intersection area, there are 11,306 units of passing vehicles. While in the morning traffic flow from the east reaches 25.6 percent or 2914 vehicles per hour. "We expect to reduce congestion from the east up to 60 percent," said Andri.

Andri detailed the movement from east to west in the morning, it reaches 1750 vehicles per hour. Meanwhile, the movement from east to north is 582 vehicles per hour, and from east to east or east to south is 583 vehicles.

From the data, said Andri, in the morning 60 percent of vehicles moving from east to west. Meanwhile, 20 percent of vehicles move from east to south and 20 percent from east to north.

"If it is delayed, 60 percent of the vehicle stuck (because of traffic)," he said. "The opening of Pancoran flyover can reduce the congestion up to 60 percent," said Andri.
