TEMPO.CO, Jakarta - Jakarta Governor-elect Anies Baswedan gave an insight on how he will be leading the people of Jakarta for the next five years. As a government official, he chooses to interact with the people in order to develop the city.

“The approach we are developing is through a movement,” said Anies at his house on Thursday, October 12.

Anies explained that there are four levels of government-to-citizen interactions with its lowest level dubbed as City 1.0, where the government acts as an administrator and its citizens as residents. The second level refers to City 2.0, which is when the government acts as a civil servant for its citizens that act as customers.

“Jakarta is currently moving in and out at both levels [one and two],” said Anies.

The third level is City 3.0, where the government acts as a facilitator whereas the citizens are positioned as participants. Meanwhile, City 4.0 is where the government officials act as platform providers and citizens are co-creators.

“Hopefully Jakarta can become City 4.0,” he asserted.

Anies explained that by practicing interactions at a City 4.0 environment, public issues do not get solved exclusively by the government, but also with help from its citizens. Anies gave an example of a problem regarding city waste, where Government Officials do not merely clean it but also urges its citizens to manage its own waste.

“The more developed a city is, the more involved its citizens are,” Anies explained.

Anies Baswedan does not want Jakarta citizens to directly report every problem that exists in the city to him. Instead, he will involve as many people as possible to solve a certain problem.

“The person in charge for the service in Jakarta involves each and every citizen of Jakarta,” Anies explained.
