KPK Inquiry Committee Reported over Ethics Breach

TEMPO.CO, Jakarta - The Coalition Against the Right of Inquiry into the Corruption Eradication Commission (KPK) has reported two speakers of the House of Representatives (DPR) and 23 members of KPK inquiry committee to the DPR’s ethics council (MKD) over alleged ethics breach.

A member of the Coalition from Indonesia Corruption Watch (ICW) Tibiko Zabar said that the alleged ethics breach is indicated by the decision of DPR members not to comply with the Law on People’s Consultative Assembly, the House of Representatives, the Regional Representatives Council and the Regional Legislative Council (MD3). “Two DPR speakers and 23 members have violated the procedures in the decision to launch a right of inquiry,” Tibiko said yesterday at the DPR building in Jakarta.

According to Tibiko, the breach was seen in the decision to form the right of inquiry committee in a plenary meeting on April 28. Tibiko said that the DPR made the decision without quorum requirement. “The right of inquiry should be prepared if attended and approved by half of the DPR members,” he said. The inquiry was decided unilaterally by DPR deputy speaker Fahri Hamzah despite several house members walking out the plenary. “The requirements to launch a right of inquiry was not met.”

Despite all that, Tibiko said, the right of inquiry committee was formed. Moreover, the committee members and its structural functions were formed and approved by DPR deputy speaker Fadli Zon.

Tibiko said that the committee members have violated Article 2 (1) and (2) as well as Article 3 (1) and (4) of the House of Representatives Regulation No. 1/2015 on DPR Ethics Code. The articles relates to public interest, compliance to the law, respectable behavior and hearing conduct, as well as obligation to maintain the DPR reputation and dignity. A member of the Coalition from the Indonesia Legal Aid Institute Julius Ibrani has urged the MKD to process the report.

In response to the report, the MKD chairman Sufmi Dasco Ahmad said that he will verify it first and foremost.

The right fo inquiry special committee (Pansus) chairman Agun Gunandjar Sudarsa said: “Despite the report, the Pansus will continue to work,” Agun said.
