Brig. Gen. Donny Pramono: No Intimidation in Cooperative Development

TEMPO.CO, Jakarta - President Prabowo Subianto is determined to establish 80,000 Red-and-White Village Cooperative units by the end of 2026. To accelerate the project, Agrinas Pangan Nusantara—a state-owned enterprise tasked with developing the Red-and-White Cooperatives—has involved the Indonesian National Armed Forces (TNI).
The Head of the Army Information Service, Brigadier General Donny Pramono, stated that the military is not assuming a civilian role by participating in the Red-and-White Village Cooperatives. “The presence of the TNI is intended to ensure efficiency and timeliness in implementing the program,” he said in a written response on Friday, February 13, 2026.
What is the legal basis for the military’s involvement in cooperatives?
This involvement falls under military operations other than war as stipulated in the TNI Law. There is also Presidential Instruction No. 17/2025 on the Acceleration of the Development of Red-and-White Village/Subdistrict Cooperatives. This is a form of TNI support to accelerate the target of building 80,000 cooperative units by 2026.
