Single Salary Scheme for ASN Won't be Anytime Soon, Minister Says

TEMPO.CO, Jakarta - Minister of State Apparatus Empowerment and Bureaucratic Reform Abdullah Azwar Anas stated that his ministry is focusing on drafting the Government Regulation as the follow-up regulation to the Civil State Apparatus (ASN) Law No. 20 of 2023.
Meanwhile, the single salary scheme implementation for ASN is not included in the working meeting quite yet.
"Single salary is not [discussed] yet, we are focusing on the regulation first," Anas said when met in Jakarta on Monday, November 13, 2023.
The reason for this was because the monitoring and evaluation in several ministries and agencies showcased varying results. Based on that observation, Anas claimed there were gaps in performance between ASNs in different regions. Thus, his ministry is unable to implement the single salary policy soon.
"If the salaries are the same for every [ASN], what about people who work harder?" he said.
Thus, Anas stressed that the ministry is focusing on drafting the government regulation on Civil State Apparatus. "No. [Single salary] won't be discussed anytime soon, we will focus on the government regulation first," he said.
Meanwhile, the head of the Data, Communication, and Public Information Bureau of the ministry Mohammad Averrouce stated that the concept of a single salary has existed since 2019. However, the implementation was not as easy.
"[Single salary] is still being discussed since the implementation is not as easy as it seems," he said.
Previously, the single salary plan was relayed by the Minister of National Development Planning Suharso Monoarfa. Suharso stated on September 11 during a working meeting with the Commission XI of DPR that "In 2024, the prioritized activity based on the function is the concept reformation of the pension system and the single salary for ASN."
