Indonesian Govt Passes the ASN Bill into Law

TEMPO.CO, Jakarta - The House of Representatives passed the State Civil Apparatus (ASN) Bill into law. One of the provisions regulated is the ease of mobilization for ASN to tackle the unequal talent distribution issue. Quality national talent has been concentrated in specific regions, especially Java Island.

Minister of State Apparatus Utilization and Bureaucratic Reform Abdullah Azwar Anas stated that the mobilization will be more "Indonesia-centric". "The presence of ASN in disadvantaged, outermost, and frontier regions (referred to as 3T regions), is a support to the national economic equal development," he said in a meeting live-streamed on the official YouTube channel of DPR on Wednesday.

According to Azwar Anas, more than 130,000 ASN formations in 3T regions are left unfulfilled due to a lack of interest by ASN candidates. Thus, ASN Law is intended to be the solution for 3T regions.

"The government is preparing special incentive for ASN working in 3T regions," he said.

Previously, the minister informed that special rewards are prepared for ASNs who are interested in working in 3T regions, one of which is the promotion acceleration from 4 years to 2 years.

"Therefore, the regions will have amazing human resources. Which regions considered as 3T will be decided later," he said on Tuesday, September 26, 2023.
