Komnas HAM Report Blames Overcapacity in Kanjuruhan Football Disaster

TEMPO.CO, Jakarta - The National Commission for Human Rights (Komnas HAM) recently submitted its final investigation report on the deadly incident in East Java’s Kanjuruhan football stadium. The report was presented to the Coordinating Minister of Politics, Law, and Security Affairs Mahfud MD on Thursday, November 3, 2022. 

Komnas HAM chairperson Ahmad Taufik Damanik provided confirmation to Tempo and said that the report will later be presented to President Joko "Jokowi" Widodo.

In general, Komnas HAM concluded that there were seven human rights violations in the Kanjuruhan Tragedy. One of them is the use of excessive force, namely the use of tear gas inside the stadium, in the process of securing the match. 

Komnas HAM commissioner Choirul Anam said that the investigation team discovered that 45 tear gas canisters were shot inside the stadium. The team also managed to make new findings in relation to the tragedy that killed 135 people on October 1, 2022.

The Arema FC executive committee has also been found to contribute to the deadly incident by selling tickets exceeding the stadium's maximum capacity. The football stadium can accommodate 38,054 people at maximum. However, statements from various sources revealed that the committee initially sold 42,906 tickets because they believed that Kanjuruhan could accommodate 45,000 people.

Previously, Komnas HAM stated that the Indonesian football federation (PSSI) had violated its own rules. One of which is the initiation of the making of the Cooperation Agreement was substantially contrary to PSSI and FIFA regulations. In this case, the Brimob Anti-Riot Troops and their complete attributes were involved. Arema FC vs Persebaya Surabaya match should have also been designated as a high-risk match.
