Jakarta Not Allocating Budget for Zero DP Housing Program in 2023

TEMPO.CO, Jakarta - Jakarta Public Housing and Settlement Area Agency (PRKP) head Sarjoko said there was no budget allocation for the zero down payment or zero DP housing program in the 2023 Jakarta Budget (APBD).
The PRKP Agency proposed an indicative ceiling of Rp1.22 trillion, which focuses on handling slum community units or RW areas and the construction and management of low-cost rental apartments or rusunawa.
“The indicative budget ceiling of Rp1.2 trillion is not for the construction of zero DP housing,” said Sarjoko at the meeting of the Jakarta Legislative Council’s (DPRD) Budget Board (Banggar) at Grand Cempaka Resort, Bogor, West Java, Tuesday, November 1, 2022.
The budget is allocated for residential strategic programs which are one of the next year’s priorities and development targets. This consists of handling slum areas, improving the quality of residential areas, building rusunawa, managing and maintaining rusunawa, and providing flat ownership facilities.
Previously, a member of the Banggar, Gembong Warsono, criticized the zero DP housing program initiated by former Jakarta Governor Anies Baswedan. He said the program was off the target.
According to Sarjoko, the budget allocation related to the zero-down payment house was not included in the PRKP Agency. The Jakarta Regional Financial Management Agency (BPKD) will propose a budget for the housing acquisition financing facility (FPPR) of the zero DP house totaling Rp176.01 billion. This budget was presented in the discussion of the Jakarta 2023 APBD.
Sarjoko explained that the FPPR budget is a revolving fund not to build the housing area, but as a bailout so that residents can easily obtain a zero DP house belonging to the Jakarta provincial government. “The funds ‘are lent’ to the community and they pay it back in monthly installments,” he explained.
