Ministry Responds to Criticism Toward Education System Draft Bill

TEMPO.CO, Jakarta - The Education, Culture, Research, and Technology Ministry’s Head of the Education Standard, Curriculum, and Assessment, Anindito Aditomo, on Wednesday said the National Education System Draft Bill or RUU Sisdiknas will continue to be improved.
His statement comes as a response to widespread criticism against the bill’s regulation overseeing teachers’ welfare benefits.
“This draft is merely a suggestion from the government that will be discussed with legislators. This means that the draft will continue to be improved based on the input obtained in the session,” said Aditomo on August 31.
He argues that the draft on benefits for certified teachers as educators, which has been applied so far, is deemed to hamper the government’s attempt to provide better income for all teachers.
“Teachers would have to undergo a long queue to obtain certificates just to be able to receive benefits,” he added.
He explained that certification and granting benefits had two different purposes initially Certification is intended to ensure quality while the provision of allowances is intended to improve teacher welfare.
Because certification is used as a condition for providing allowances, he said, currently there are still around 1.6 million teachers who have not been able to receive allowances. "With the concept proposed in the National Education System Bill, in the future, the certification will only apply to candidates of future teachers," he said.
