Online Transportation Draft Bill to Be Finalized This Week

TEMPO.CO, Jakarta - Transportation Ministry secretary-general Sugihardjo said the draft bill on online transportation services would be finalized this week. The draft bill contains provisions governing vehicle ownerships, tariff upper and lower thresholds, and quota.
“A transportation provider operating as a cooperative legal entity, under the law on cooperatives, may be owned by an individual. Therefore, the vehicle ownership or registration can be registered by an individual owner,” Sugihardjo said in Jakarta on Tuesday, October 17.
According to Sugihardjo, the regulation will be applied in general, not only to online transportation service providers. He explained that the regulation will be enforced based on an agreement on upper and lower tariff thresholds between users and service providers.
“So, the upper and lower thresholds are still necessary. The upper threshold is needed to protect users, so that the tariff will be reasonable,” he said.
Meanwhile, the lower tariff threshold will be set to promote a healthy business competition.
“Price wars will sacrifice safety as it would cause [service providers] to neglect vehicle maintenance,” he said.
Sugihardjo added that a quota must be established. The Transportation Minister’s Law is expected to be enforced starting from November 1.
