TEMPO.CO, Jakarta - The Health Ministry has given a written warning to Mitra Keluarga Hospital in West Jakarta over the death of baby Debora. “We recommended that the Health Office give administrative sanction to Kalideres Mitra Keluarga Hospital,” spokesman Oscar Primadi told Tempo in a phone interview yesterday.
Oscar said that the punishment has been given after a joint team heard the statements from the hospital and baby Debora’s family. The form of the administrative sanction is a written warning stating that the hospital was negligent in administrative aspects.
Debora died two weeks ago while her parents negotiated with the hospital. The four-year-old baby needed to be admitted to the Pediatric Intensive Care Unit for a respiratory problem.

The hospital’s administrative officers insisted on collecting a down payment of 50 percent of the total intensive care costs amounting Rp19.8 million. The family only had Rp5 million.
The family had promised to pay the shortcoming but the hospital rejected the offer. The parents later tried to find another hospital to no avail. They returned to Mitra Keluarga Hospital and received the same answer before Debora died.
Health Ministry spokesman Oscar said that hospital must not collect any fee in an emergency situation. Law No. 36/2009 on Health says that health facilities, both public and private, are not allowed to reject patients or collect fees.
Oscar said that a team comprising the Health Office, the Social Security Agency (BPJS), and the Health Ministry is currently conducting a medical audit. The hospital will be subject to a harsh sanction if the team found any violation.
