TEMPO.CO, Jakarta - Director of the Jakarta Development Planning Board, Sarwo Handayani, said she is currently preparing a regional regulation governing underground utilization. Currently Jakarta underground development is governed by the Governor Regulation Number 167/2012.
"We are consulting with the Public Works Ministry about the Regional Regulation," said Yani—her nickname—to Tempo at her office yesterday. The regulation formulation was because no detailed regulations, laws, or minister’s regulations have been provided regarding the underground utilization.
Therefore, the governor regulation would become a pioneer since Jakarta is building the Mass Rapid Transit (MRT). According to Yani, the regional regulation would govern the details of underground space ownership.
The regulation would specify which areas are owned by individuals and which ones are owned by the government. Thus, the formulation would take time because it has to be adjusted with regulations formulated by the Ministry and National Land Authority.
In addition, the Regional Regulation would govern how the underground space would be used for utilities. "Currently, utilities in Jakarta are messy," she said. One of the solutions would be constructing ductings or installing [the utilities] in MRT lines.
